Campus Security Act of 1990
Under the provisions of this Act, students, employees and applicants are notified of the prevalence of crimes on campus. Annual reports of major crimes and lesser crimes are reported to students annually. Statistics listed below inform students, employees and applicants of the crimes that were committed on the Itawamba Community College campus.
- Major Crimes: Include statistical information for murder, forcible sex offenses, robbery, aggravated assault, burglary and motor vehicle theft.
- Lesser Crimes: Include statistical information for liquor law violations, drug abuse violations and weapons possession.
- Interim reports of major crimes are reported whenever major crimes, as listed above, are committed.
Campus Security and Safety Annual Report
INTRODUCTION
The safety and security of all members and guests of the campus community are of primary concern to Itawamba Community College. Students, faculty, staff and guests of the college are encouraged to report emergencies and criminal activity to the Campus Police office. An officer will take a report and follow up on the complaint. Officials strongly encourage adherence to all college, local, state and federal laws and rules of conduct, as well as a measure of common sense to assure maximum security.
The possession, use, storage or sale of alcohol, illegal drugs and/or drug paraphernalia are prohibited (refer to Mississippi Code 1972, the Personnel Manual and/or Student Handbook - Student Guide).
Possession and/or use of firearms, ammunition or other weapons including any dangerous article or substance with the potential to injure or discomfort a person is prohibited. Such actions are subject to college discipline as well as criminal sanctions.
AUTHORITY OF CAMPUS POLICE
Section 37-29-27 Miss Code 1972: any act, which if committed within the limits of a city, town, village or any public area, would be in violation of the general laws of this state, shall be criminal and punishable if done on campus, grounds or roads of any of the state institutions of higher learning or state-supported junior/community colleges. The peace officers duly appointed by the board of trustees of state-supported junior/community colleges are vested with the power and subject to the duties of a constable for the purpose of preventing and punishing all violations of law on state-supported junior/community college grounds and for preserving order and decorum thereon.
With the authority stated above, violators who are not students will be cited on uniform arrest citations before local courts. Campus Police will have the option of citing any violator before civil court.
MISSION
The primary objective of the Campus Police department is to provide a safe and healthy environment that enhances the campus learning experience and complements the college's educational mission.
Not only is the department responsible for law enforcement, security and emergency response but it is also responsible for providing support services tailored to meet the needs of the college community.
- Vehicle registration and registration information
- Vehicle assistance - booster starts, vehicle unlock, etc.
- Lost and found
- Surveys of lighting and potential hazards
- Operation identification
- Provide shuttle service - Resident students 6-11 p.m., Monday through Thursday
- Property registration file/resident students
- First aid station and emergency medical response.
Full-time Campus Police officers are certified by the State of Mississippi and are sworn police officers. Most officers have received basic training from the area's academies. All receive continuous in-service training in law enforcement areas and human relations. The Campus Police officers conduct vehicle and foot patrols and are charged with the responsibility of enforcement of federal, state and local laws as well as college policies and regulations. Staff members are service-oriented and committed to the safety and well being of those associated with the campus. The Campus Police department provides crime prevention, criminal investigation, traffic and parking control, disaster coordination, maintenance of public order and other related services.
CRIME PREVENTION
ICC feels that almost every violation committed on campus is preventable. As part of the college's educational mission, the Campus Police department attempts to instruct members of the campus community how to reduce their chances of suffering from a loss of their property or to themselves. The Campus Police mission is based upon the dual concepts of eliminating or minimizing criminal opportunities, whenever possible (also, encouraging students and employees to be responsible for their own security and the security and safety of others.)
Residential Facilities and Policies
The Itawamba Community College residence community houses approximately 700 students in varied accommodations, ranging from single and double campus residence-style rooms to suite-type living areas. Services and programs intended to enhance the quality of life and to assure the security and safety of the resident student body are a major priority for the housing administrators. All facilities are served by live-in resident managers and resident assistants. Each residence hall has direct radio communication with the Campus Police department.
ICC makes every effort to ensure all residence halls are free from uninvited visitors or guests, but it is necessary that residents take an active role in making sure strangers are reported to college staff and that doors are not propped open. The Campus Police department maintains a student escort service that is available during the evening hours for the benefit of residence students. The varied types of housing available and the policies and procedures for housing assignments, building and guest access are described more thoroughly in the Student Guide. Security and safety policies and procedures especially regarding locking individual rooms, building entrances, and related precautions are discussed in routine floor meetings and printed materials which are posted and distributed by the staff. During holidays and other periods in the academic year when classes are not in session, some or all of the residence facilities are closed. Those few students authorized to live on campus during this time are registered with the Housing Department. Special security procedures are established for resident facilities during these periods.
Campus Physical Plant
Campus Police officers constantly patrol the campus to assure a high level of good physical security. As a regular part of their patrol duties, they look for any safety problems such as defective lighting, inoperative doors or locks, broken sidewalks, steps and hand rails, and any other conditions which might detract from one's personal well being. All such conditions can be reported in writing to the Physical Plant department for correction or call the Campus Police department at 311.
After-Hours Building Entry
All employees having a key desiring to enter a campus building after hours are encouraged to make contact with the Campus Police department at 311 or in person for their own safety. Persons not having a key requesting access to a building after hours may be required to show identification and state their reason for requesting admission.
You are the main ingredient in the crime prevention recipe. Your efforts will greatly add to or detract from ICC's efforts to keep criminal activity at the lowest possible level around campus. To that end, some do's and don'ts are listed below which we you should read and follow:
- Do report all crimes and/or suspicious activities to the Campus Police department.
- Do protect your personal property just as you would money.
- Do mark your property such as tape recorders, calculators, radios, etc. with some form of identification number (such as driver's license). ICC Campus Police will loan an engraver.
- Do call us when you are uncomfortable on campus and you need an escort.
- Don't leave books, jewelry, purses, wallets, backpacks or other valuables unattended for any length of time.
- Don't leave personal property in a locker unattended without locking it.
- Don't leave purse in desk or file cabinets unattended unless the cabinet or desk is locked.
Remember, by always protecting your property, you reduce the opportunity for a thief to commit a crime.SEXUAL ASSAULT POLICY
General Policy
Itawamba Community College will not tolerate sexual assault of any kind. Sexual assaults of any kind are criminal offenses and are subject to criminal charges in the State of Mississippi. These violations of the State Law are also violations of the Student Code of Conduct and may be adjudicated through the College's judicial system.
Furthermore, this policy specifies that any unwelcome sexual advance, request for sexual favor, obscene phone call, indecent exposure, act of date or courtship violence, sexual harassment, or other sexual misconduct that is against another's will or that substantially interferes with another's academic efforts, employment or participation in college sponsored programs or activities is a violation of accepted standards of behavior.
Philosophy
Itawamba Community College seeks to provide a consistent, caring, and timely response when sexual assaults occur within the College community. This policy seeks to accomplish the following:
- Communicate the university's intolerance of sexual assault;
- Establish procedures to follow if a sexual assault occurs, including student's options relative to criminal charges and campus disciplinary action in cases of alleged sexual assault.
- Support the victim of sexual assault by providing prompt and compassionate services.
- Identify and communicate existing counseling and support services for victims of sexual assault.
- Create a college environment that encourages the prompt reporting of sexual assaults.
- Facilitate the adjudication of cases.
- Establish and cultivate community involvement in sexual assault prevention.
Reporting Requirements
- The Campus Awareness and Campus Security Act of 1990 requires that students and others report crime to the ICC Campus Police.
- The sexually assaulted person must be immediately advised of legal obligations.
- The Campus Police will make a timely report to the campus community.
Adjudication
A victim of sexual assault may take action against his/her alleged assailant through the criminal justice system, the college's judicial system, or both, if the alleged person is an enrolled student at ICC.
- Victims of sexual assault may pursue prosecution through the state and federal laws. The Campus Police department will assist with the initiation of this process.
- Campus Judicial System
- Students committing sex offenses whether on or off campus, are subject to college disciplinary actions.
- Disciplinary sanctions are commensurate with severity of the offense. Sanctions range from disciplinary warning to expulsion (permanent removal) from college. Faculty and staff members committing sex offenses are subject to appropriate disciplinary measures, up to and including termination.
Education
- Students are encouraged to participate in the educational programs presented in the residence halls throughout the year.
- Literature on rape and sex offenses are available through the Campus Police office.
- Campus Police officers and/or trained professionals are available for any group or organization that desires further education.
Protocol
- Report the incident to Campus Police or college staff immediately.
- Do not eat, drink, smoke, shower, wash, change clothes, douche, urinate, brush teeth or place anything in your mouth.
- Do not disturb items in the area where the offense occurred.
- Keep other people away from the scene so evidence is not disturbed.
- The Campus Police department will assist in obtaining medical attention for treatment of injuries, sexually transmitted diseases and pregnancy. A medical exam to preserve evidence must be completed.
- The victim will be assisted in securing a safe place to go. For a resident student, this could cause a change in his/her living situation on campus.
- ICC staff is available to assist students in obtaining information and support.
REPORT POLICIES
The Campus Police department (311 on campus) - (862.8300, Fulton; 620.5300, Tupelo - off campus) is the office to which all criminal reports should be made. Everyone on campus (including students, faculty, staff and visitors) is encouraged to report immediately any and all potentially criminal activity to the Campus Police office.
The college usually needs the assistance of the complainant in the disciplinary process. The college may make exceptions when necessary if there is a clear danger to a member of and/or the entire college community. The college will issue an annual report of criminal reports made to the Campus Police and the other law enforcement agencies of crimes occurring on college property.
The college will issue timely warnings to members of the campus community in cases of reported murder, sex offenses, robbery, aggravated assault, burglary, motor vehicle theft and any hate crimes. If it is determined that a threat continues to exist because of a reportable offense, the college will issue timely warning to members of the campus community. Warnings will be communicated through means such as campus e-mail messages, bulletin boards and the Chieftain.
