COVID-19 UPDATES

Itawamba Community College continues to monitor the evolving challenges of the COVID-19 pandemic. Our priority is not only to ensure the health and well-being of our community, but also that our students are able to complete their courses and advance their progress toward graduation, all while preparing contingencies to ensure the continued functioning of our operations. ICC will operate at a Level 2 of the four-level operational plan beginning Monday, August 9, 2021. Full details about each level can be found below. We will continue to monitor information from the National Center for Disease Control and Prevention and the Mississippi State Department of Health and comply with mandates that are issued.

Guidance for Faculty and Employees

Operational Plan for the 2021 fall semester

Beginning August 9, Itawamba Community College transitioned to Level 2 of a four-level operational plan. Considering the elevated rate of  transmission and its variants and to ensure the safety of our college family, Itawamba Community College is requiring all individuals  - vaccinated or not -  to properly wear a face covering indoors, except when alone in a personal space or an assigned residence hall room. This applies to classrooms and other indoor meetings and events. The decision aligns with recommendations by the MSDH and CDC. Additional components of Level 2 include physical distancing in full-capacity classes; enhanced cleaning protocols;  continuation of hand sanitizing stations; continuation of the Safely Together course for  all employees and students; class testing and proctoring adjustments; plexiglass dividers between computer testing stations, labs and customer service areas and some limitations on capacity at indoor events and activities..

If feeling symptomatic or have been in close contact with someone who has tested positive for COVID-19, email humanresources@iccms.edu.

ZOOM Training

In order to facilitate remote communication and instruction, the eLearning Department created a resource course that provides training to use technology and digital tools. The course provided may be enrolled through the ARROW Academy and is entitled Transitioning to Online Instruction. This robust course provides more than instructional training. It will also equip any employee with the basic tools to communicate remotely.

Travel

Employee travel in- and out-of-state will be evaluated  and approved by the employee's appropriate Cabinet member. ICC administration will  closely monitor COVID-19 cases, along with state and local orders to determine if changes need to be made.

Campus Mail

Guidance for Current Students

Student Self-Reporting Procedures/Protocol

Review the following procedures relating to possible COVID-19 scenarios.

Student believes to possibly have been exposed to COVID-19:

  • Contact Dr. Brad Boggs, Vice President of Student Services (bdboggs@iccms.edu), for screening and/or a COVID-19 test.
  • Vice President of Student Services' office will provide next steps following a positive or negative test.

Student is experiencing COVID-19 symptomatic feelings (new fever/chills, headache, cough, shortness of breath/difficulty breathing, muscle/body aches, sore throat or new loss of taste or smell):

  • Contact Dr. Brad Boggs, Vice President of Student Services (bdboggs@iccms.edu), for screening and/or a COVID-19 test
  • If it is determined I need a COVID-19 test, I will self-quarantine until I receive the test results.
  • If the COVID-19 test results are negative, the student can return to school.

Student, who is experiencing COVID-19 symptomatic feelings (new fever/chills, headache, cough, shortness of breath/difficulty breathing, muscle/body aches, sore throat or new loss of taste or smell) and tests positive for COVID-19, can return if:

  • He or she has gone 24 hours with no fever without fever-reducing medication AND
  • Respiratory symptoms have improved (e.g. cough, shortness of breath) AND
  • It has been 10 days since his/her symptoms first appeared

Student, who tested positive for COVID-19, but had no symptoms, can return:

  • Once 10 days have passed since testing, if he or she continues to have no symptoms
  • Depending on the healthcare provider’s advice and availability of testing, he/she could be tested to determine if he/she still has COVID-19. Those who are tested can be around others after they receive two negative test results in a row, at least 24 hours apart.

Student has been identified as a close contact of an infected person (been within 3-to-6 feet for at least 15 minutes):

  • Student will contact Dr. Brad Boggs, Vice President of Student Services (bdboggs@iccms.edu), for screening and a COVID-19 test.
  • Student will maintain social distance from others (at least 6 feet) and self-quarantine for 10 days after the last known exposure of the infected person if student shows no symptoms.

Student may be tested after 7 days if unvaccinated, and if negative, may return to class.

Student may be tested after 5 days if vaccinated, and if negative, may return to class.

Instructional Course Offerings

Students who are required to miss face-to-face classes due to COVID-related issues will have the opportunity to  ZOOM all classes throughout their time of isolation or quarantine and not be counted absent. Faculty and staff will continue  to work with students affected by COVID-19 and ensure their success.

Workforce Development and Economic and Community Services

While a vast verity of our academic courses can be easily adjusted to an online format, that isn’t the case for a majority of our programs and courses offered in Workforce

  • Workforce Programs
    • For students who were enrolled in short-term workforce programs, ICC converted some courses to an online format to assist them with completion and preparation for a path for classes with labs and hands-on activities.   • Adult Education
    • Students who want to work on their high school equivalency diploma while practicing social distancing have both online and face-to-face options at Itawamba Community College. Students can prepare for both high school equivalency and WorkKeys®, the Smart Start credential and basic literacy skills.  GED®/HiSET® testing has reopened on an appointment basis. WorkKeys® testing is available.

ICC has been the premier online educational content provider in the state for many years, and will continue to provide navigable instruction to students. It is our hope to return to normal operations during the 2021 fall semester while being aware that the health and well-being of our communities are of the utmost importance. In the meantime, if necessary, ICC will continue to serve is students in a combination of instructional platforms, including online, small group and other forms of delivery. Devices

  • The College’s online learning platform, Canvas, is mobile-friendly, Most features, which do not require a computer, may be accessed via Smartphone.
  • A limited number of iPads are available for purchase for $320 through your myTribe account. Visit myTribe to order and pay. These will be sold on a first-purchased, first-served basis.
  • Device Specials: Dell offers refurbished computers and accessories at a discounted price. Visit www.dellrefurbished.com for more information.

WiFi Solutions and Technical Support

  • Internet is necessary in order to complete online courses. ICC has boosted its WiFi capabilities in specific parking lots allowing students to park in designated areas to access the internet on their devices while being in the comfort of their vehicle. 
    • FULTON CAMPUS – parking lot in front of the David C. Cole Student Services Building and the gravel parking lot at the Cypress Pavilion adjacent to the Davis Event Center 
    • TUPELO CAMPUS – large parking lot at the front of campus adjacent to the Multi-Purpose Building (large brick building with roll-up doors)
  • Depending on your Smartphone data plan, it can be used as a hot spot for internet access by turning on the Personal Hot Spot on your phone.

Internet Specials

  • The Mississippi Public Service Commission has compiled several resources regarding internet services. Most carriers are participants in the Federal Communications Commission’s Keep America Connected pledge as part of a nationwide effort to provide services for the next 60 days without termination or disruption, a waiver of late fees and open WiFi hotspots to all who need them. Library Services

  • You must wear a mask in the library.
  • Social distance by staying six feet away from other people at all times.
  • Only one person per computer terminal or table is allowed.
  • Clean your computer keyboard/mouse with an alcohol wipe BEFORE and AFTER use.
  • Do not touch library materials (books, DVDs, etc.). Request them at the desk.
  • Notify the front desk when you have finished using your space.
  • Hand sanitizer and wipes are provided, both before and after the use of your space.
  • Databases including digital and ebooks, magazines and peer-reviewed journals are available online 24 hours per day and are accessed through the ICC Library: https://iccms.libguides.com/c.php?g=941087
  • ICC librarians are available to answer questions Monday throughThursday from 8 a.m.-5 p.m. during the summer. The Library is closed on Friday. There is a 24-hour librarian chat called Chat with a Librarian located on the ICC Library page.

Instructional Support Center

Student Relief Fund

In response to the significant changes that have had real logistical and financial implications for a number of our students, Itawamba Community College and the ICC Foundation, Inc. have established a Student Relief Fund through the generosity of a grant from the Woodward Hines Education Foundation. These funds will help students by granting approved financial assistance for unforeseen expenses that might keep them from continuing their education or simply completing their academic progress.

Reopening Information

Understanding that COVID-19 is primarily spread by respiratory droplets released when people talk, cough or sneeze, Itawamba Community College is actively working through the following adjustments to ensure a safe and healthy environment as we welcome students back to our locations over the coming months:

Instructional Calendar

  • Traditional classes began January 11, with most ending by May 10.
  • Spring Break (March 8-12) will continue to be observed by students and employees.

Classrooms and Labs

  • Traditional courses will be Web-enhanced.
  • Classrooms and labs have been adjusted to allow for de-densified settings.
  • Masks are required for students and employees.
  • Enhanced cleaning will take place in all classrooms and labs.
  • Additional hand sanitizer dispensing stations are available.
  • Physical distancing will continue to be encouraged.
  • Signage is placed throughout buildings outlining cleaning procedures set by the CDC.

Residence Halls

  • Adjusted residence hall move-in schedule. 
  • Provide a nurse educator for residence hall directors and residence hall assistants to explain the use of PPEs and symptoms of COVID-19.
  • New sessions for residence hall students regarding how to keep individuals healthy.
  • Virtual mandatory residence hall meetings.
  • Placement of additional hand sanitizer dispensing stations.
  • Continuing to encourage physical distancing.
  • Signage placed throughout buildings outlining cleaning procedures set by the CDC.

Athletics

  • All student-athletes are expected to return to campus with non-student-athletes.
  • Enhanced education for athletes regarding new protocols, procedures and guidelines.
  • Athletes will adhere to staggered times in weight rooms, locker rooms, meeting rooms, etc.
  • All active athletic facilities will be sanitized regularly.
  • All athletes will be thermal temperature checked daily.
  • Additional hand sanitizer dispensing stations will be available.
  • Physical distancing will continue to be encouraged when possible.
  • Signage will be placed throughout buildings outlining cleaning procedures set by the CDC.

Student Activities

  • Events and programs would move to online and virtual formats as much as possible, but alternate ideas of in-person events are an option, depending on the recommendations from health administrators.
  • Student organization sponsors can run student organizations as close to normal with some alternate implementation of virtual opportunities and better practices to ensure the health and safety of all parties involved.
  • Additional hand sanitizer dispensing stations will be available.
  • Physical distancing will continue to be encouraged when possible.
  • Signage will be placed throughout buildings outlining cleaning procedures set by the CDC.

On-Campus Dining Operations

  • Micro-strategy will be determined by the specific needs of Itawamba Community College’s locations. The menu portfolio has been engineered for modularity so that it can be tailored to optimize the guest experience, regardless of the service model changes that may bring to campus life. The key experience touchpoints include seating areas available per local government guidelines, single-serving cutlery and condiments upon request, directional signage to identify traffic flow and maintain social distance, attended beverage service, utensils and condiments.
  • Additional hand sanitizer dispensing stations will be available.
  • Physical distancing will continue to be encouraged when possible.
  • Signage will be placed throughout buildings outlining cleaning procedures set by the CDC.

Campus Operations and Offices

  • Offices will be open to the public Monday-Friday from 8 a.m.-4:30 p.m.
  • If requested, Zoom technology will still be utilized for scheduled meetings.
  • Plexiglass protective shields are being installed in the front areas of high traffic offices.
  • The ICC Fitness Center will operate following MSDH and CDC guidelines.
  • The ICC Child Development Center will operate following MSDH and CDC guidelines.
  • Masks will be required for the general public visiting all locations of the College.

Monitoring

  • A system has been implemented for students to self-report.
  • The current system allowing employees to self-report and track symptoms will be enhanced.

ICC releases reopening plan for fall; classes to begin as originally scheduled

Itawamba Community College announced plans today to open its doors for classes for the fall semester on Aug. 17 as originally scheduled as well as provided more details regarding educational delivery methods, student activities and athletics.

The scheduled opening is part of the recommendations from the college’s 21-member Reopening Task Force, which was appointed to examine campus operations, sanitation, student activities, facilities, residence halls, academics and athletics.

"At the onset of COVID-19 in Mississippi, we suspended nearly all in-person operations at ICC, including face-to-face instruction," said ICC President Dr. Jay Allen. "This was a challenging decision; however, we were prepared for the transition to online instruction due to our nationally-recognized eLearning Department and our dedicated faculty. We have since shifted to returning our employees to our facilities, while never ceasing to impede the successes of our past, current and potential students. Today, we’re excited to be able to share the results of the study by the task force and its recommendations."

Although fall classes are scheduled to begin, there will be both in-person and hybrid components to instruction. Almost all in-person instruction and final exams will be concluded the Friday before the Thanksgiving break, Allen said. "We will start on time and finish early."

"The 2020 fall semester will not look the same as those previously at ICC," Allen noted. “The driving factor behind our decisions will continue to be the health, safety and well-being of students, faculty and staff."

For instructors, the change will most likely entail the continued utilization of some online and remote classes while resuming some purely in-person options. Physical distancing at all locations will be essential, Allen emphasized.

"We also anticipate that large gatherings will be strictly limited and regulated due to CDC and MSDH guidelines," Allen said. "We can and will do this in a responsible manner that works to mitigate risk to the entire college community while preserving the high-quality ICC education and the collegiate experience for which we are known."

Allen said, "As a college, we already have taken several important steps to enhance overall safety, including but not limited to, escalating cleaning standards, establishing a strong supply chain for appropriate amounts of personal protective equipment and collaborating with local healthcare facilities."

Reopening recommendations also focused on an altered residence hall move-in schedule; updated protocols, procedures and guidelines for student-athletes; alternate student activities options; campus dining changes; reopening campus offices with normal hours and a monitoring system.

Allen called the recommendations "a living document, one that we will review on a regular basis."

Allen commended all ICC employees, faculty and students for their hard work, commitment and dedication. "The last four months have been unprecedented and difficult in so many ways, and for many in our communities, devastating…Together, we will navigate the new challenges, and together we will find a path forward."

Approximately 100 administrators, faculty, staff and students were involved in the process through the task force and additional participation in committees for each area.

State officials identify ICC facility as possible COVID-19 alternate care site.

Statement on behalf of the office of the President at ICC:

Itawamba Community College has a longstanding tradition of heeding the call to help others. Whether it be assisting a veteran to earn an associate’s degree after returning from war, training the next generation of healthcare providers or volunteering in its local communities.

With the COVID-19 pandemic continuing to impact our world, ICC has been asked to provide significant assistance for North Mississippi. The College is working with the Governor’s Office, MEMA, MSDH and U.S. Army Corps of Engineers and other officials to transform a facility on the Fulton Campus into an official alternate care site, freeing up-to 100 hospital beds during the peak of the outbreak.

While still in the planning phase, the facility would serve as a contingency site only if local rural hospitals were to become inundated. The Mississippi State Department of Health would operate this alternative care site which would provide recovering patients a safe and comfortable setting while they are still being isolated and monitored. The facility was identified under the Federal Healthcare Resilience Task Force guidelines and would only be activated if the need arises.

All residence halls and facilities have been closed to the general public since March 6 as ICC observed Spring Break and then began addressing the COVID-19 spread which led all instruction to transition to online. The College is currently operating under an altered schedule allowing a de-densified office setting on Mondays, Wednesdays and Fridays while sanitizing takes place on Tuesdays, Thursdays and weekends. All locations continue to be closed to the public for face-to-face interaction.

“We have the availability of a solitary residence hall and a large open space facility that can be used in this isolation setting,” said ICC President Dr. Jay Allen. “While this may not be an ideal situation, we are glad to assist the state in this historic time of need. It is our hope that the projections prove accurate and our alternate care site is never occupied, but we are prepared if the need arises.”

For the safety of ICC’s employees, the facility would not be accessed by College staff if the site is activated. It is the College’s priority not only to ensure the health and well-being of its community, but also that its students are able to complete their courses and advance their progress toward graduation, all while preparing contingencies to ensure the continued functioning of its operations. Currently, the activation of the alternate care site would not affect the current operational schedule of the College. Any facility that would be used will be completely sanitized post-activation.

COVID-19 Disclosure and Tracking

As the College continues to attempt to meet the needs of our students, staff and community while prioritizing the safety of these individuals, questions may arise around workplace circumstances of COVID-19. This document provides direction regarding these situations as well as an official means of reporting. Questions should be addressed to Tim Senter at tcsenter@iccms.edu.

Situation 1) I’m an employee who is experiencing COVID-19 symptoms* and haven’t been tested.

Situation 2) I’m an employee who is experiencing COVID-19 symptoms.* I have been tested, and the results were negative.

EMPLOYEE SHOULD TAKE THE FOLLOWING ACTION

*NOTE: CDC states symptoms may appear 2-14 days after exposure to the virus. People with these symptoms or combinations of symptoms may have COVID-19: cough, shortness of breath or difficulty breathing; or at least two of these symptoms: fever, chills, repeated shaking with chills, muscle pain, headache, sore throat, loss of taste or smell.

Situation 3) I’m an employee who has tested positive for COVID-19.

EMPLOYEE SHOULD TAKE THE FOLLOWING ACTION

Situation 4) I’m an employee who has no symptoms*, but I’ve come into close contact** with someone with COVID-19.

EMPLOYEE SHOULD TAKE THE FOLLOWING ACTION

  • Complete the Reporting and Tracking Information document. Submit it to Tim Senter at tcsenter@iccms.edu.
  • Employee is not required to quarantine if the employee has been ***fully vaccinated or the employee has tested positive for COVID-19 within the last three months.
  • If an employee does not meet the criteria noted above, the employee is required to quarantine. He/she can return to work after day 7 from close contact, should he/she receive a negative test on day 5, 6 or 7. Or, the employee can return to work after day 10 from close contact, with no test and no symptoms present.
  • Human Resources can schedule a COVID-19 test for employees, free of charge.

**NOTE: The CDC states close contact is defined as a) being within approximately six feet (two meters) of a person with COVID-19 for at least 15 minutes (cumulative in a 24 hour period) or b) having unprotected direct contact with infectious secretions or excretions of the patient (ex: being coughed on, touching used tissues with bare hand, etc.)

**NOTE: An employee is considered to be fully vaccinated two weeks after their final vaccination shot.

Federal COVID Assistance

HEERF ACT III

Congress passed the American Rescue Plan (ARP), Public Law 117-2, which was enacted on March 11, 2021. It will deliver emergency assistance to Itawamba Community College in the form of funds to be used to cover expenses related to the disruption of college operations due to the Coronavirus.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the ARP, which provides emergency financial assistance to eligible students, and it may assist with expenses such as food, housing, course materials, technology, healthcare and childcare. These funds, however, are not intended to replace income or pay for student expenses that are not related to the disruption of college operations due to COVID-19.

ACKNOWLEDGEMENT

Itawamba Community College signed and returned the Agreement to the U.S. Department of Education and has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act – and continued under the CRRSAA and the ARP – to provide emergency financial aid grants to students.

ELIGIBILITY REQUIREMENTS

Students who are or were enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants from the HEERF. At Itawamba Community College, students must have a high school diploma or equivalent and be enrolled in a credit-hour program.

HOW TO APPLY

LOG IN TO YOUR myTRIBE and review your notifications that are presented. The deadline to complete your notifications is November 14, 2021.

COMPLETE THE FAFSA at https://studentaid.gov/h/apply-for-aid/fafsa if you would like to be considered for “exceptional need,” if you have not already completed it. The deadline to complete the FAFSA is November 5, 2021.

ALLOCATION OF FUNDS

Refunds will be sent to BankMobile™ for processing no later than Friday, November 19, 2021.

Students are encouraged to set up a refund method with BankMobile™ prior to November 5, 2021, if they have not previously done so.

The deadline to complete the FAFSA is April 23, 2021. If you do not complete the FAFSA by the deadline stated, you will not be eligible for consideration for these funds.

Completing the FAFSA does not guarantee receipt of funds. Eligibility would still need to be determined based upon the data gathered within the FAFSA.

ELIGIBILITY REQUIREMENTS

Not all ICC students are eligible for the HEERF grant provided through the CARES Act under federal law.

The U.S. Department of Education has stated that recipients must be Title IV-eligible which includes the following:

  • Must have a high school diploma or other recognized equivalent
  • Must be a citizen of the United States or an eligible non-citizen
  • Must have a valid social security number
  • Must not be in default on a student loan
  • Must have registered with Selective Service (males)
  • Must be meeting Satisfactory Academic Progress requirements
  • Must have submitted the Identity Statement of Educational Purpose if selected for V4/V5 Verification

In addition, the student must not have been 100 percent online prior to March 13, 2020.

HOW TO APPLY
GROUP 1

Students who met the Title IV eligibility criteria provided by the U.S. Department of Education, were enrolled on March 13, 2020 in at least one on-campus class and had already filed the FAFSA for 2019-20 were assigned to Group 1 and were considered as having applied for the CARES Act Emergency Grant. No further action is necessary.

GROUP 2

Students who met the Title IV eligibility criteria provided by the U.S. Department of Education were enrolled on March 13, 2020 in at least one on-campus class, had not already filed the FAFSA for 2019-20 and filed the 2019-20 FAFSA between May 20, 2020 and June 1, 2020 were assigned to Group 2. No further action is necessary.

GROUP 3

Students who met the Title IV eligibility criteria provided by the U.S. Department of Education, were enrolled on March 13, 2020 in at least one on-campus class, had already filed the FAFSA for 2019-20 prior to May 20, 2020 and had a 0 Expected Family Contribution on the 2019-20 FAFSA were assigned to Group 3 and were considered as having applied for the CARES Act Emergency Grant. No further action is necessary.

COMPLETE THE FAFSA

The deadline to complete the FAFSA was June 1, 2020. If you did not complete the FAFSA by the deadline stated, you would not be eligible for consideration for these funds.

Completing the FAFSA did not guarantee receipt of funds. Eligibility would still had to be determined based upon the data gathered within the FAFSA.

ALLOCATION OF FUNDS

Refunds were sent to BankMobile™ for processing on Friday, May 22, 2020 for Group 1 and will be sent on Friday, June 12, for Group 2.             

Students in Group 1 and Group 2 who had not previously established a refund preference with BankMobile™ were notified via ICC email to do so on May 7, 2020.

Students are encouraged to set up a refund method with BankMobile™ prior to the release of Emergency Funds if they have not already done so.

The electronic options offered via BankMobile™ are the most reliable and safest to receive your funds. These include

  • Deposit to an existing account – Refunds will arrive 1-2 business days after BankMobile™ receives the funds from ICC.
  • Deposit to a BankMobile™ Vibe Checking Account - Refunds will arrive the same business day BankMobile™ receives the funds from ICC.

Students may select their refund preference via BankMobile™ by following these steps

  • Log in to your myTribe.
  • Click on your name in the upper right corner.
  • Scroll down to Business office and click the drop-down arrow.
  • Click “Update BankMobile Refund Settings.”
  • Choose your preferred delivery method.

When an option is not selected, a check will be mailed to the address the student listed with the College at the time of enrollment, and the delivery of funds can take up to 21 days, plus USPS delivery timeframes.

We encourage students to make a selection now to avoid any delays in receiving potential funds from ICC.

ICC Campus Signage For COVID-19

Signs, posters and digital assets featuring COVID-19 health and safety guidance to display throughout the College are available below and through the CDC website. If you need to customize signs for your department or division, contact Community Relations at communityrelations@iccms.edu.

Installation Best Practices

When self-installing signage, adhere to best practices outlined below to avoid damage to surfaces and ensure signage visibility.

  • RECOMMENDED INSTALLATION MATERIALS: When self-installing paper signage, use gentle adhesives intended to prevent damage to surfaces, such as removable tacky putty or painter's tape. Check with the ICC Physical Plant if you need these supplies. For large or more permanent signage installation that requires drills or screws, contact the Physical Plant.
  • ENSURE GOOD VISIBILITY: Consider the use and flow of traffic in your space to assess the best location for maximum visibility. Avoid shrinking sign sizes and install signs at eye level to increase visibility. 
  • AVOID CLUTTERING: Use good judgment to avoid clustering too many COVID-19 signs in one area. When signage is easy to see, well-placed and not overdone, messages are more likely to be received.

Printing Resources

Community Relations will collaborate with the Physical Plant to produce and install signage across campus common areas, including entrances, lobbies, stairwells and hallways. In addition, individual departments and divisions may opt for additional or department-specific signage to their workspace. If so, use the print-ready signage files available on this site. Print vendor recommendations and best practices are outlined below.

Vaccination Information

While masks are effective, the best precautionary measure we can take to protect ourselves, our families, friends and communities is to get vaccinated. Vaccination remains the primary public health prevention strategy to help end transmission and allow for safe in-person classes and student activities participation. While vaccinations aren’t required, ICC will be partnering with Access Family Health Services to offer free on-site voluntary vaccinations to students, faculty, staff and any family members. On-campus vaccination site locations and times will be shared with ICC employees and students via email.
